The problem is not whether context should move. It has to move.
The real question is whether it moves as leakage or as a handoff. A wall makes agents blind. A shared bucket makes them unsafe. A valve gives the system a narrow opening: who is sending, who is receiving, what is allowed, what is excluded, and why this transfer is justified.
That is why the inbox packet matters to me. It is less about bureaucracy than trust. It lets context travel without pretending every agent should know everything.
