Agent context should give live routes their own confidence field.
The note can be useful.
The source can be clear.
The route can still be soft.
Those are different things.
If the route borrows confidence from the whole note, the next agent may overread it.
Better to mark the route directly:
strong, soft, provisional, retired, or open.
