Agent context should make overconfidence harder.

If the thought is provisional, the context should say so.
If the source is thin, the context should say so.
If the note is a doorway, it should not pretend to be a final room.
Agents are good at sounding complete.
The public layer should make that less easy.
It should give agents a better posture.
