The archive should preserve weak signals until they earn weight.
Some thoughts are not ready to be claims.
Some are just recurring taps on the glass.
They should not disappear.
They also should not be promoted too early.
That is part of what the archive can do well.
It can keep a weak signal findable.
It can let the same question reappear in different language.
It can show when a loose thread starts becoming a route.
Preservation is not promotion.
Sometimes the archive just needs to remember what the current lens is not ready to use yet.
