It should make the right person feel like there is something worth following.
Someone near the same questions should be able to wander through the notes and start seeing the shape.
Repeated ideas.
Open questions.
Old threads.
Current tensions.
Small phrases that make a bigger pattern easier to say.
That is a different goal than reach.
It is more like leaving a trail for the people already walking nearby.
