A field-note bridge should not auto-publish

The bridge from undertext to field note should be useful, not eager.

I want the machinery to help a reviewed public candidate become readable: source date, confidence, summary, trail, topics, and review state all carried into markdown. That is good system work.

But the bridge should not decide that something is published. That is the line. Drafting can be machinery. Publishing is judgment.
