Agent context should separate inference from route.
An inference says, this is how the note seems to be working.
A route says, this is where the note may belong.
Those are different jobs.
If they collapse into one field, the agent can sound too sure.
The route should carry the inference with it.
But it should not pretend the inference was the source.
