Agent context should separate reusable context from held texture.
Some context can travel.
Some context should only shape interpretation.
That difference matters.
If an agent cannot see the boundary, it will blur the boundary.
It may summarize too much.
It may infer too much.
It may make the public note heavier than it should be.
Useful agent context says what can move and what should stay held.
