Public context should be useful before it is complete.
The archive will never feel done.
The thinking keeps moving.
The site keeps learning how to hold it.
That is fine.
The question is whether each slice makes the public context more useful.
Can someone understand one idea better?
Can an agent route through the notes more honestly?
Can a conversation start with less friction?
Then the system is already doing work.
Completeness is not the first milestone.
Usefulness is.
