The archive should expose clusters without locking them.
Clusters are useful.
They help a reader see the recurring routes.
They help an agent avoid treating every note as isolated.
But if a cluster gets locked too early, it starts shaping the thinking before the thinking has earned the shape.
So the archive needs a lighter touch.
Show the cluster.
Name the route when the pattern is strong enough.
Leave room for the name to change.
