The summary is not enough.
A note often matters because of what it is still asking.
That question changes how the note should be read.
It changes how it should be introduced.
It changes what kind of reply would be useful.
Without the open question, an agent can make the thought sound more finished than it is.
With the question, the posture comes through.
The note is not only saying something.
It is still looking for something.
