Conversation starters should travel with notes.
That is the point of the format.
The note is not just a claim.
It is an invitation.
If someone reads it on the site, the question should be there.
If an agent reads it in JSON, the question should be there.
If the note becomes a draft post, the question should still be nearby.
If someone sends the note to a friend, the question should survive the trip.
That keeps the artifact from becoming a broadcast.
It keeps it pointed at conversation.
