Public notes should make the next reply easier to write.
That is a practical test.
Does the note give enough context?
Does it preserve the question?
Does it show the edge?
Does it invite a real response?
The best public note is not necessarily the most polished one.
It might be the one that makes someone say:
I know how to answer this.
And I have something useful to add.
